The grounds of British Columbia's Parliament Buildings in Victoria were maintained in the mid-twentieth century with the kind of meticulous carpet bedding that the British Empire had perfected and then exported to every civic space it touched, on the working theory that marigolds arranged in concentric diamonds around a clipped conifer expressed civic virtue more reliably than any policy. The park staff who planted these beds — purple lobelia edging into white alyssum into orange geraniums, each layer precisely separated — were performing a tradition that traced back to Victorian municipal horticulture and that required a full-time team to execute for about six weeks of genuine public visibility. Two figures in dark coats walk a path in the background, taking the air in the way people did in the 1960s when urban parks were still understood as places that rewarded looking rather than exercising. The Empress Hotel's pale stone rises in the distance, confirming the geography and the social contract: tourists who arrived by steamship from Seattle were expected to find this and photograph it, which is exactly what happened. Victoria marketed itself as 'more English than England,' and the flower beds were the evidence, maintained at civic expense to prove a cultural claim that the actual English had largely given up on by then.
