Off by default. Turning it on lets the image respond to your cursor with a shallow sense of depth, rebuilt from a depth map computed when the image was catalogued. It is an interpretation for looking, not a measured 3D model — and it falls back to the flat image where the browser can't render it.
On the image
The coats are wrong for snow and that is the point. Nobody who intended to touch that snowbank would wear a wool coat with a dozen buttons and a collar built for a restaurant, but touching snow was never the plan. The plan was to stand in front of it long enough for someone with a camera to prove the trip happened.
