Somewhere in the 1950s, a man in a dark fedora is on his feet addressing a row of seated men in their best suits, all of them holding or balancing hats in their laps with the careful attention people gave to hats before hats stopped mattering. The corrugated metal shutter behind them and the dirt underfoot suggest this is not a conference room — it is whatever space was available, which is how serious civic and community business got done in that era, on folding chairs in front of a closed storefront because the meeting was more important than the venue. The men with programs or papers in their hands have the posture of people performing attentiveness, the kind that comes from being in public rather than from anything being said. One hat left on the low table in the foreground belongs to no one visible, which is how you know someone arrived late and will spend the rest of the meeting feeling bad about it. The whole scene operates on the 1950s assumption that a gathering of suited men in front of a corrugated shutter was by definition official and therefore worth attending.
