Oakes Garden Theatre, the formal park the Niagara Parks Commission built on the Canadian side in the 1930s to give the falls a suitably civilised foreground, was one of those places that existed to prove a point: that a natural wonder was not enough on its own and required balustrades, ornamental columns, and a circular reflecting pool before the public could be expected to appreciate it properly. Standing on the terrace of the adjoining Greenhouse in the 1950s, the camera looks out across immaculately kept lawn and potted marigolds toward the Horseshoe Falls, which are doing exactly what they have always done without needing anyone's help. The stone columns and classical balustrade recede toward the gorge in what the landscape architects would have called a composed vista and what the falls themselves, roaring a hundred yards beyond the property line, treated with complete indifference. The 1950s were the peak era of Niagara Falls as a managed tourist spectacle — honeymoon capital, bus-tour destination, the kind of place where municipal horticulture was taken as seriously as the geology. The garden argues, in clipped hedges and symmetrical urns, that Canada has made the falls presentable; the falls, visible through the mist on the left, decline to acknowledge the effort.
