Approaching a border always involved a moment of official introspection, a brief pause to consider one's international intentions. The Canadian government, even in the 1970s, had decided that entering their country required a clear indication of intent to stop.
Signs proclaimed "Welcome to Canada" in both English and French, because multilingual declarations were a core component of welcoming, followed by the less hospitable, but entirely necessary, "Please stop and report." It was a system built on the assumption that travelers would, in fact, follow instructions.
The concrete canopy and yellow-striped barriers created a distinct zone where freedom of movement temporarily ceased, replaced by the expectation of an authorized nod before one could proceed with Canadian travel plans. This was the ritual of nation-states, played out daily for every passing car.
