Four people in overcoats and gloves stand at a stone balustrade above the rooftops of downtown Bogotá, dressed as though the view itself were an occasion. In the 1960s a scenic overlook was still treated as formal business — a woman does not lean on a railing in a headscarf and dark coat unless she has been told this is where one goes to be photographed appreciating a city.
Below them the colonial dome and French Second Empire flourishes of the old commercial district give way, block by block, to the newer white apartment blocks climbing the same hillside, a decade of construction crammed into one frame. Monserrate rises behind it all with its whitewashed shrine just visible near the summit, the mountain that has watched over every version of this city and asked nothing of it in return.
Nobody in the group looks at the mountain. They look at each other, or past the camera, the way people do when the photographer is the one actually paying attention to the scenery and everyone else is just enduring the cold for his sake.
The historian's note
Bogotá in the 1960s was a capital undergoing rapid vertical growth, its colonial and early republican core increasingly ringed by modern apartment construction as rural migration swelled the city's population. The domed tower visible at left is characteristic of the eclectic French-influenced architecture built in Bogotá's downtown in the early twentieth century, when the city's elite commissioned European styles for civic and commercial buildings along Carrera Séptima and Avenida Jiménez.
Monserrate, the mountain forming the backdrop, has held a pilgrimage shrine at its summit since the seventeenth century and remains the defining topographic marker of the city, visible from nearly every point in central Bogotá. The vantage shown, a balustraded terrace looking east toward the mountain, was a known viewpoint for visitors and residents alike during this period, before subsequent high-rise construction altered many of these historic sightlines.
