On the image

1958 was the year Alaska was still a territory, eleven months away from statehood, and the harbors along its southern coast already looked like this — a white-hulled vessel riding at a dock, a scatter of frame houses climbing a snow-patched hillside above the spruce line, the whole waterfront maintaining the provisional air of a place that had decided to be permanent without making a firm commitment. The American flag at the stern is doing the work of announcing federal jurisdiction over a landscape that would have been equally indifferent to any flag.

The hillside settlement across the water has the unplanned logic of Southeast Alaska towns in the 1950s: buildings went where the terrain allowed, connected by whatever roads the snow hadn't closed yet. Nobody was laying out boulevards. The trees came right to the edge and the houses backed up against them, which was the correct response to the available space.

The vessel at the dock — white-painted, radar-masted, flying its colors with the quiet dignity of government work — reads as a Coast Guard or federal survey vessel, exactly the kind of craft that spent these years methodically cataloguing a coastline that the lower forty-eight was only beginning to understand it had acquired.
