誰かが1960年代にシュガーローフを途中まで登り、灌木林の端を通すようにフレーミングして、その手間の見返りにヨットでいっぱいの湾を捉えた。リオの港湾当局はすでに水を純粋に商業的に保つことを諦めており、小型のプレジャーボートは、富裕層が係留料を払える場所ならどこでも投錨することが許可されていた。

海岸沿いに並ぶアパートメントビルは、古い丘に対する新興富豪の答えで、湾の景色が人間を12階分積み上げる価値があるという理論の下に、素早く、そして高く建てられた。その背後の山々は、リオの不動産開発者が決して成し遂げることができなかったことをしている。つまり、正確にそこに留まり、ゾーニングには無関心なのだ。
