Sometime in the 1950s, an American tourist stood on the Capitol grounds in what looks like late winter or early spring — the trees bare, the dome white against a cold blue sky — and pointed a camera at the building that every civics textbook said was the symbol of democracy in action. The angle is low and slightly off-axis, the kind of shot a person takes when they're trying to make a well-known building look dramatic rather than simply photographed, which is what every person who has ever stood on this path has attempted. The dome of the United States Capitol had looked essentially like this since its cast-iron completion in 1863, which meant that by the 1950s it had already survived a century of tourists convinced they were the first to notice how impressive it was. At the height of postwar American self-confidence, when the country had just finished saving the world and was fairly certain it would get around to perfecting it, the Capitol was not merely a government building but a rebuttal — proof, in marble and iron, that the American experiment was permanent and photogenic. The tourist got the dome, the bare trees, and the walkway, and took home evidence that they had been present at the seat of power, which is the real purpose of the tourist photograph and always has been.
