The Capitol steps have always been a magnet for tourists convinced that standing near a marble colonnade will make their vacation photographs look more like a state occasion. This family has dressed for the occasion accordingly: the boy in a pale suit sharp enough for a confirmation, the girl in a crisp navy dress and knee socks, the mother in black with a hat that means business. Nobody smiles, because in the 1950s a smile in a formal portrait was considered a lapse in judgment.
Behind them, other visitors drape themselves across the steps with the casual disregard tourists have always shown for monumental architecture, while the marble sculpture group at the base looks on with the placid indifference of something carved a century earlier for people who cared more about allegory than selfies. That statue group would not survive the decade; the Capitol's expansion in the late 1950s saw the old East Front sculptures removed and relocated, which makes this ordinary family snapshot an accidental record of stonework that no longer stands where it's shown.
The scene has the particular calm of a place where everyone assumes democracy is permanent and dress codes even more so. The family faces the camera the way people once faced official buildings, as though the building itself were the important part and they were merely visiting proof that they had been there.
