Cascade Mountain fills the horizon behind the Parks Canada administration building in Banff, Alberta, which is exactly the kind of visual argument that makes bureaucratic real estate in the Canadian Rockies seem less absurd than it would be anywhere else. The building itself is dressed-stone Tudor Revival, the style the Dominion government favored for its national park infrastructure in the 1930s and 1940s on the theory that Gothic gables would signal permanence and seriousness to visiting Americans who might otherwise treat the whole country as a drive-through.
By the 1950s the delphiniums along the front lawn had matured into the kind of effortless abundance that makes institutional gardening look like a natural phenomenon rather than a maintenance budget. An orange flag on the rooftop flagpole identifies the building as an active federal facility, which is a detail the mountain behind it does not particularly care about.
The postwar decade brought a sustained surge of automobile tourism into Banff as families discovered the Trans-Canada Highway and began treating the national park as proof that a two-week vacation could be both improving and scenic. The administration building received them with exactly this view — granite facade, formal gardens, the Rockies — presenting the Canadian federal government in the best possible light, which is a thing governments rarely manage to arrange so neatly.
