Someone stood on a boat in San Francisco Bay and aimed a camera at the prison island the way a tourist aims at anything famous enough to mention later. Alcatraz sat there in the distance doing what it did best—looking exactly like a prison that held famous prisoners, which was partly why people bothered to photograph it at all. The island had become a kind of secular monument by the 1950s, the sort of landmark Americans visited by water because you could not visit it by foot, and that prohibition was most of the point.
The color film has aged into a particular shade of blue that makes the whole scene look like confidence itself—clear light, calm water, the famous rock sitting in the middle like a fact nobody could dispute. What the photograph documents is not Alcatraz but the American habit of paying money to see something you are not allowed to touch, a transaction that would continue until the federal government closed the place in 1963 and then turned the closure into another kind of tourist attraction entirely.
