誰かが歩道に立ち、ボックスカメラをほぼ真上に向けて、永遠に重要であり続けると明らかに思い込んでいる建物を撮影した。スレート葺きの屋根、鉛枠のひし形窓、各開口部を縁取る彫刻を施した石の装飾——これは、平屋根と駐車場で同じことをより安く済ませられると誰も信じていなかった頃、機関がまだ本気度を示すために金を使っていた時代に建てられた建造物である。
斜めに突き出た国旗は、当時の街がやっていたやり方でそのまま煉瓦に金具で固定され、風を受けるべき日には風になびき、それ以外の年間の大半はだらりと垂れ下がったまま、誰も取り外そうとはしなかった。この写真を構図した人物は明らかに国旗よりも建築そのものに関心があり、そのため国旗は半分切れて若干ピントも外れる結果となった——主役ではない愛国的身振りの大半がたどる運命である。
下層階を飲み込む濃い影は芸術的な選択ではなく、その時刻に自らの影に大方覆われている建物にカメラを向ければ起こる、ただそれだけのことだった。この構図を選んだ誰もが、何十年か後に光がどう見えるかなど考えていなかった——彼らはただ、何か実体のあるものの前に立ったという証拠が欲しかっただけである。
