Someone built a long, low structure into the side of a hill, presumably because that is where the hill was. They then carefully piled snow in front of it, believing this would make it warmer or perhaps cooler, depending on what they stored inside. Practicality often outweighs aesthetics in the rural parts of the 1970s, where things were built to endure, not impress.

The surrounding winter landscape offers little in the way of natural comfort, only more snow and bare trees against distant, dark mountains. It's the kind of place where you learn to appreciate a solid, if slightly odd-looking, building, its main design criterion likely being simply "won't fall down."
