The historian's note
Public swimming pools in American cities, from the 1930s onward, were civic amenities and symbols of municipal investment and social access. By the 1960s and 1970s, underwater photography of pools became a common marketing and documentary practice, particularly for municipal facilities and resort venues seeking to advertise water quality and recreational appeal. The technical capability to shoot clearly underwater, with accurate colour reproduction through the water column and the refraction line, was itself a marker of advanced photography and processing—colour film stocks and underwater equipment were specialised tools, and the clarity of the result depended on precise exposure and filtration. Pools at this period were also sites of important social history, as desegregation efforts extended to municipal recreation facilities, and underwater documentation sometimes served as evidence of facility conditions and standards.
