Somebody decided this stretch of water needed a full honor detail, so the sailors were mustered onto the signal bridge in dress whites and blues to stand at parade rest while a steel truss bridge slid slowly overhead. The flags strung between the mast yards were not decoration but a working vocabulary, a whole grammar of colored cloth that let one ship tell another its business without saying a word, an arrangement the Navy trusted completely and the general public understood not at all.
The formality of it is the joke that isn't a joke. A dozen men in identical caps lined a rail for an audience of pigeons and a passing tugboat, because in the 1950s a warship moving through a harbor was still expected to look like it meant something, whether or not anyone was watching. Somewhere below decks a chief petty officer was almost certainly making sure of it.
The city skyline crowding the left edge of the frame, all setbacks and municipal ambition, insists this was not open water but a working harbor doing double duty as a backdrop for a Navy that liked being seen.
