Dress blues in formation on a working waterfront pier is the Navy's way of saying something official is happening, even if no one dockside is entirely sure what. The sailors — ranks pressed, white caps squared — are drawn up with the kind of rigid geometry that takes more rehearsal than the actual event it precedes, while behind them the pier is stacked with what appear to be buoys and marine gear in cheerful oranges and yellows, a detail the Navy would prefer not to appear in the ceremonial record.
Along the pier edge, senior officers stand apart from the formation in the posture that means they are being observed but wish to appear as though they are doing the observing. Whatever ship is moored at the left — her bow and rigging just visible — is either arriving or departing, and the full ceremony has been mounted either way, because the 1950s Navy understood that the difference between a departure and an arrival was mainly which direction the photographer was standing.
The brick warehouse district behind the pier places this at an industrial port city of the American Northeast or Great Lakes, the kind of working harbor that spent the postwar decade hosting both commercial freight and the ceremonial overflow of a Navy still sized for a larger war. Someone decided this moment required everyone to stand very still in identical hats, and everyone complied.
