By the early 1960s, Spanish tourism planners had decided that a modest fishing town on the Costa Blanca would become a European resort destination, and so they built a wall of apartment blocks along the beach and waited for the sun to do the selling. Benidorm's curved bay filled with high-rise construction at a pace that was supposed to seem forward-looking rather than feverish, each building a certainty that tourists would keep coming and that density near the water was not a problem but a feature. From the air, the crescent-shaped beach reads as a stroke of pure geometry between development and sea, the kind of planned transformation that city officials photographed with confidence, knowing they had solved the problem of making a small place profitable by making it impossible to leave once you arrived.
The historian's note
Benidorm, on the Costa Blanca in Alicante Province, underwent rapid transformation from a village of approximately 5,000 residents in 1960 to a major international resort by the mid-1960s. The Spanish government's economic liberalisation policies and investment in coastal tourism infrastructure created one of Europe's first mass-tourism developments. The construction boom visible here—mid-rise apartment blocks and hotels lining the curved beach—occurred between 1959 and 1965, establishing Benidorm as a model for package-tour destinations that would draw hundreds of thousands of annual visitors by decade's end, fundamentally reshaping Spanish coastal development and establishing a template for Mediterranean resort tourism.
